The Secretariat convened a small meeting of enforcement networks and enforcement organizations hosting enforcement networks on 2 and 3 October 2012 in Geneva, Switzerland, as a follow up to the CLI decision requesting the Secretariat to promote cooperation between existing enforcement networks. Representatives from the Asian Network for Prevention of Transboundary Movement of Hazardous Wastes (Asian Network), the European Network for the Implementation and Enforcement of Environmental Law (IMPEL), INTERPOL, the International Network for Environmental Compliance and Enforcement (INECE) and the World Customs Organization (WCO) came together to exchange information on their activities and to identify opportunities for strengthening their cooperation.
The meeting also provided the opportunity for an exchange of views on the draft terms of reference under preparation by the Basel Convention Implementation and Compliance committee for cooperative arrangements on preventing and combating illegal traffic. On the second day of the meeting, participants held a joint session with the Joint meeting between the BC and SC regional centres and FAO and UNEP regional offices in an effort to foster communication and cooperation between existing enforcement networks and the regional implementing entities under the Basel, Rotterdam and Stockholm Conventions, including possible stimulation of the formation of new networks in regions where such networks currently do not exist. This joint session was also a contribution towards achieving the synergies objective of strengthening cooperation and coordination on combating illegal traffic and trade in hazardous chemicals and wastes.
