“Within its mandate to Improve implementation of and compliance with paragraph 4 of Article 4 and paragraph 5 of Article 9 of the Convention., the Committee was requested, among other things, to finalize the guide for the development of national legal frameworks to implement the Basel Convention  for consideration and possible adoption by the Conference of the Parties at its fourteenth meeting, and to monitor activities undertaken by or with the support of the Basel Convention regional and coordinating centres, the United Nations Environment programme and the other entities aimed at assisting Parties to develop legal frameworks for the implementation of the Basel Convention.

Guide for the development of national legal frameworks to implement the Basel Convention

By it decision BC-13/9, the Conference of the Parties invited Parties to submit comments on the guide for the development of national legal frameworks to implement the Basel Convention to the Secretariat by 30 September 2017 for consideration by the Committee. A revised version of the guide for the development of national legal frameworks to implement the Basel Convention was considered by the Committee during tis thirteenth meeting.

Activities undertaken by or with the support of the Basel Convention regional and coordinating centres, the United Nations Environment programme and the other entities aimed at assisting Parties to develop legal frameworks.

Pursuant to its mandate, the Committee has developed a questionnaire to seek information from the regional centres, UNEP and other entities on their activities aimed at assisting Parties to develop legal frameworks. The questionnaire was made available on 8 June 2018 with an invitation to reply by 30 June 2018. The responses received are set out in the table below.
