Admissions and Awards Committee

At the tenth meeting of the Conference of the Parties requested the Bureau, together with one representative of the business and industry sector and one representative of the civil society sector, to serve as the Circle’s Admissions and Awards Committee, and invited the business and industry sector and the civil society sector to nominate one representative each to serve on the Committee.

At the Expanded Bureau meeting held in November 2012, the Bureau selected Mr. Frédéric Scanvic from Winston & Strawn Law firm and Mr. Hemsing Hurrynag from the Pesticide Action Network / International POPs Elimination Network to serve alongside the Bureau on the Circle’s Admissions and Awards Committee.

The current Circle’s Admissions and Awards Committee is composed of the ten members of the Bureau elected by the Conference of the Parties at its eleventh meeting and the two representatives of the business and industry sector and of the civil society sector.

Following the Expanded Bureau meeting, the Committee adopted the terms of reference, which set out the nomination process for new members of the Circle, and the nomination form for membership to the Circle.

Basel Waste Solutions Circle - Admissions and Awards Committee Workplan

  1. Suggested timeline for nominations, approval of applicants to the Circle and selection of awardees -
    • 21 January 2014: Secretariat to issue a communication requesting nominations to the Basel Waste Solutions Circle (to Parties and Observers
    • - At Committee’s discretion: Deadline for receipt of nominations (31 December 2014).
    • - At Committee’s discretion: Teleconference to approve applicants to the Circle (30 January 2015) and select at least one awardee in each category (a maximum of three per category)
    • - COP-12 (date TBC): Awards ceremony
  2. Process for nominations, approval of applicants to the Circle and selection of awardees
    1. The Basel Waste Solutions Circle is a global initiative to promote the protection of human health and livelihood through the environmentally sound management of hazardous wastes worldwide.
    2. In paragraph 3 of decision BC-10/26, the Conference of the Parties invited the business and industry sector and the civil society sector to nominate one representative each to serve, along with the Bureau of the Conference of the Parties, on the Circle’s Admissions and Awards Committee. The Admissions and Awards Committee approves new entrants to the Circle and decides on the awards to be given at conferences of the Parties to the Basel Convention.
    3. In June 2012, the Secretariat solicited nominations for a representative from both the business/industry and civil society sectors to serve on the Circle’s Admissions and Awards Committee.
    4. At the Expanded Bureau meeting held in November 2012, the Bureau selected Mr. Frédéric Scanvic from Winston & Strawn Law firm and Mr. Hemsing Hurrynag from the Pesticide Action Network / International POPs Elimination Network to serve alongside the Bureau on the Circle’s Admissions and Awards Committee. The terms of reference for the Admissions and Awards Committee is provided in Annex 1.
    5. A nomination form for admission to the Basel Waste Solutions Circle is set out in Annex 2. It is to be circulated by the Secretariat to the Convention’s designated Competent Authorities and Focal Points, Regional Centres and other stakeholders for solicitation of nominations to the Circle.
    6. Following the receipt of nominations to the Circle, the Secretariat will forward those deemed eligible for admission to the Admissions and Awards Committee.
    7. In a teleconference the Committee will (i) formally approve applicants to the Circle membership, and (ii) recognize a maximum of three Circle members for awards in each of the following categories:
      • Successful projects and initiatives that demonstrate a direct impact on human health and/or the environment on the ground through the environmentally sound management of wastes;
      • - Successful projects and initiatives that demonstrate a concrete change of behaviour of target groups in relation to the environmentally sound management of wastes;
      • - Financial support or successful mobilization of resources for activities that achieve the environmentally sound management of wastes.
    8. The Committee should further agree on the name of each award:
      • - in category one, it may be called ‘The [Edelweiss ] Award’;
      • - in category two, it may be called ‘The [Jasminum Sambac ] Award’; and
      • - in category three, it may be called ‘The [Flor de Mayo ] Award’.
    9. At each ordinary meeting of the Conference of the Parties, those newly admitted to the Circle will be recognized and awards will be presented for the best activity or activities in each of the above categories.
    10. The Secretariat is developing a web-based showcase database, using existing information technology platforms, to be linked to the Basel Convention website, in which all members and their activities will be showcased, summarizing project concepts, implementation information and contacts in a user-friendly way.
